Türkiye Odalar ve Borsalar Birliğinden alınan ve bir örneği ilişikte gönderilen 13.07.2016 tarihli ve 13472 sayılı yazıda; WFC/WATAC tarafından yapılan duyuruya istinaden Brezilya'nın İstanbul Sözleşmesi ve Eklerini onaylayarak 28 Haziran 2016 tarihinden itibaren ATA Karnesi sistemine yazı ekinde belirtilen detaylar çerçevesinde dahil olduğu belirtilmektedir.

Brezilya'da 28 Haziran 2016 tarihinden itibaren ekte bir örneği sunulan detaylar çerçevesinde ATA sistemi kullanılmaya başlanmıştır.

Note to national guaranteeing organizations members of ATA international guarantee chain

Implementation of the ATA Carnet System in Brazil as of 28 June 2016

1. National guaranteeing associations are informed that, since 28 June 2016, the Confederaçao Nacional da Industria (National Confederation of Industry) has become the 75th guaranteeing association member of the ICC WCF ATA international guarantee chain.

2. ATA Carnets are accepted by the Customs of Brazil under the WCO Convention on Temporary Admission (Istanbul Convention, 26 June 1990) and its following Annexes:

- Annex A concerning temporary admission papers (ATA Carnets)

- Annex B.1 concerning goods for display or use at exhibitions, fairs, meetings or similar events

- Annex B.2 concerning professional equipment

- Annex B.5 concerning goods imported for educational, scientific or cultural purposes

- Annex B.6 concerning travellers' personal effects and goods imported for sports purposes

3. ATA Carnets are not accepted for postal traffic.

4. ATA Carnets are accepted for transit. The guidelines on the procedure are set out in a specific Brazilian regulation (Instruçao Normativa RFB N° 1639, de 10 de maio de 2016) available in Portuguese at http://bit.lv/29dnQFB.

5. ATA Carnets are accepted for unaccompanied goods. ATA Carnets will be accepted only for goods accompanied with a Bill of Lading/an Airway-bill (AWB).

6. ATA Carnets may be completed in Portuguese and English. The Customs may require a translation when ATA Carnets are completed in any other language.

7. All Customs offices in Brazil are entitled to handle ATA Carnets during opening hours. A list of the customs offices and their hours of operation is available at: http://bit.lv/29jhSC3.

8. The Customs Administration of Brazil has approved the National Confederation of Industry (CNI) as the national guaranteeing and issuing association. The issue of ATA Carnets by the National Confederation of Industry (CNI) will start 45 days from the date of designation of the organization by Brazilian Customs (RFB).

9. The National Confederation of Industry is also authorized to receive and remit all sums related to the operation of the ATA System.

10. The National Confederation of Industry has duly signed and returned to the WATAC Secretariat a copy of the Interchamber Protocol on the organization of a system of international customs deposits in respect of ATA Carnets (Document 550/212 Rev. 2) and the Statement on the ATA System (Document 550/521 Rev. 1).

11. The National Confederation of Industry has also provided the WATAC Secretariat with the guarantee act required by WCF.

12. All sums due to the National Confederation of Industry in connection with the operation of the ATA System should be remitted to the following bank:
